Yes, I selected and activated the provider "Yellow Cat" as explained in the user manual. The lights appear in the left menu, but when I select them are not displayed on the ground, are practically invisible.

I also have the same problem with this file. The lights are displayed in the menu but not on the ground, as in the screen. I installed the 2 rwp files with the Train Simulator 2019 utility and cleaned the cache before entering the editor. 

Maybe there is a problem of compatibility of the object with Train Simulator 2019?

Those loose locomotive objects like lights use to be hidden in the Route builder.
